RELATING TO PROCUREMENT.

Prohibits the disqualification or rejection of a bid that includes a listed subcontractor whose license is not valid at the time of the bid due to a lapse in continuous insurance and bond coverages if the subcontractor meets certain conditions. Requires procurement officers to report any unlicensed activity if a bid is disqualified or rejected because the subcontractor fails to meet certain licensing requirements. (SB1068 HD1)

RELATING TO TAXATION.

Requires retailers or vendors that are not located in the State and not required to pay or collect general excise or use tax for sales to send certain information to purchasers in the State. Allows the Director of Taxation to require retailers or vendors to submit an annual report to the Department of Taxation. Exempts retailers or vendors who voluntarily collect and pay use tax to the Department of Taxation. Prohibits the Department of Taxation from fining, charging interest on, or penalizing in any way a purchaser who receives notification and does not pay the use tax. Amends the definition of business under Hawaii's general excise tax law. (SB620 HD2)

RELATING TO DEFERRED MAINTENANCE.

Requires the Governor to prepare a deferred maintenance plan to gradually eliminate the deferred maintenance costs of all state-owned buildings, facilities, and other improvements. Requires the initial plan to be submitted to the Legislature with the executive budget for the fiscal biennium 2019-2021. Requires the Governor to prepare annual updates. Imposes the same requirements on the Chief Justice for Judiciary-owned buildings, facilities, and other improvements. Makes an appropriation to the Office of the Governor and to the Judiciary. RELATING TO MEDICAL MARIJUANA DISPENSARIES.

Specifies that video monitoring and recording of medical marijuana production center and retail dispensing location premises shall be retained for a period of forty-five days. (SB305 HD1)

RELATING TO EDUCATION.

Adds as a purpose of the University of Hawaii community college system the provision of occupational training and certification programs designed to rapidly qualify persons to fill new and hard-to-fill position classes in the State, counties, and private sector that require technical skills. Appropriates funds for the programs. (SB723 HD1)

RELATING TO CONDOMINIUMS.

Clarifies that if a proxy is a standard proxy form authorized by an association, and the proxy is returned with no box checked or more than one box checked, the proxy shall be counted for quorum purposes only. (SB392 HD1)
