Amends Hawaii Revised Statutes and Hawaii Administrative Rules to substitute references to "medical marijuana" and like terms with "medical cannabis" and like terms. Requires the Department of Health to make all conforming revisions to Administrative Rules upon their next amendment and to other documents and items by December 31, 2019. (CD1)

Clarifies public records by amending the procedure for clearing titles by adding a reference to recorded assignments of leases and rents for which the underlying debt has been fully paid or satisfied. (CD1)
Provides that circuit and family courts shall have concurrent jurisdiction over certain felonies under certain circumstances involving the offense of endangering the welfare of a minor in the first degree, endangering the welfare of a minor in the second degree, or endangering the welfare of an incompetent person. Provides that district and family courts shall have concurrent jurisdiction regarding the offense of endangering the welfare of a minor in the second degree and endangering the welfare of an incompetent person under certain conditions. Amends the Industrial Hemp Pilot Program by restricting cultivation of industrial hemp under the pilot project to agricultural lands and requires counties to recognize it as an agricultural product, use, or activity. Allows license application year-round. Repeals certain physical facility requirements. Repeals the requirement for a movement permit to transport industrial hemp grain or plant material. (CD1)
Authorizes qualified nonprofit housing trusts to repurchase affordable units developed with government assistance when a government entity waives its first right of refusal to repurchase the unit. Authorizes counties to waive a first right of refusal to repurchase a privately-developed affordable housing unit built pursuant to a unilateral agreement or similar instrument. (CD1)
Recommences the efficiency measures pilot project first required under Act 67, Session Laws of Hawaii 2015. (CD1)
Amends the process for registration, registration renewal, instruction, and training for security guards. Triennial registration period for security guards effective beginning on 6/30/2018. (CD1)
