Amends the composition of the board of education by making the lieutenant governor an ex officio voting member. Requires the governor to nominate the lieutenant governor, subject to the advice and consent of the Senate. Provides for a third at-large member if the lieutenant governor fails to receive the advice and consent of the Senate. Allows any member of the Board of Education except the lieutenant governor to serve as the chairperson. Effective December 3, 2018.
Bans knowingly selling in the State sunscreen products containing oxybenzone or octinoxate, except for medically-licensed prescriptions. Takes effect on 1/1/2019.
Appropriates funds for a state civil service position to effectively track and monitor funds and expenditures related to habitat conservation plans and perform other tasks to benefit the recovery of threatened and endangered species.
Establishes the cesspool compliance grant program for low and moderate income cesspool owners to mitigate the costs of upgrading to septic or other advanced treatment systems or connecting to sewers. Provides funds for grants by requiring the director of health to propose cesspool operating fees by rule by June 30, 2020. Authorizes the department to order cesspools to be upgraded, converted, or connected to sewerage systems by July 1, 2028, in specific areas that are needed for protecting public health and the environment. Requires the director to establish a program on nonpoint source pollution and cesspool outreach and assistance. Appropriates funds.
Increases penalties and eliminates warnings for Hawaii Pesticides Law violations that result in bodily injury.
Permits, rather than requires, the designation of police powers to the director of transportation; provided that any designation or delegation is subject to legislative approval. Removes the authority of the director to delegate police power to any officer, employee, agent, or representative of the department of transportation.
Authorizes religious, charitable, educational, and other nonprofit organizations to provide shelter to homeless persons, including by hosting temporary encampments on property owned by the organization. Imposes limits on the types of ordinances a county may enact or other actions a county may take in regulating the ability of these organizations to provide shelter to homeless persons. Defines "nonprofit organization." Limits the liability of county agencies and employees.
Appropriates funds to continue and expand health care apprenticeship programs at UH community colleges.
