Authorizes the department of health to authorize companies to partner with medical cannabis dispensaries to participate in the manufacture of consumable manufactured cannabis products. Establishes additional requirements and amends existing requirements regarding manufactured cannabis products.
Makes an appropriation to the department of accounting and general services to conduct a study relating to the rehabilitation and renovation of the state capitol reflecting pool.
Authorizes the issuance of general obligation bonds for appropriation funds to the department of transportation to plan, design, and construct the Pa‘ia bypass.
Appropriates funds to upgrade the Department of Land and Natural Resources' Division of Conservation and Resources Enforcement's trucks currently in use in Hawaii county. (SD1)
Prohibits the use of storage sheds, equipment sheds, or other structures appropriate to the agricultural activity carried on within leased agricultural lands for residential purposes for any length of time. Repeals the exemption for agricultural lands that are subdivided and leased for agricultural uses or activities from compliance with county subdivision standards. Requires condominium property regimes to comply with county subdivision requirements. Repeals the exemption for certain condominium property regimes that are to be sold for $1,000,000 or more from mandatory registration with the real estate commission. Requires that an application for registration of a project in a county agricultural zoning district or preservation zoning district include a verified statement, signed by an appropriate county official, that the project is in compliance with any supplemental county ordinances and rules. Reforms and improves the timely movement of funding and approvals to ensure that there are no delays in the delivery of services.

Authorizes the Hawaii public housing authority to impose maximum rental periods and conditions of tenancy for tenants participating in the family self-sufficiency program. Amends general tenancy termination requirements, selection priorities, and minimum rents for HPHA housing projects. Appropriates funds.
