Requires the Governor to prepare a deferred maintenance plan to gradually eliminate the deferred maintenance costs of all state-owned buildings, facilities, and other improvements. Requires the initial plan to be submitted to the Legislature with the executive budget for the fiscal biennium 2019-2021. Requires the Governor to prepare annual updates. Imposes the same requirements on the Chief Justice for Judiciary-owned buildings, facilities, and other improvements. Makes an appropriation to the Office of the Governor and to the Judiciary. Prohibits the disqualification or rejection of a bid that includes a listed subcontractor whose license is not valid at the time of the bid due to a lapse in continuous insurance and bond coverages if the subcontractor meets certain conditions. Requires procurement officers to report any unlicensed activity if a bid is disqualified or rejected because the subcontractor fails to meet certain licensing requirements. (SB1068 HD1)
Restructures the Hawaii Invasive Species Council as the Hawaii Invasive Species Authority, administratively attached to the Department of Agriculture, to coordinate implementation of the Hawaii Interagency Biosecurity Plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs. Appropriates funds to implement the authority and relevant interagency invasive species projects. (SB776 HD1)
