Establishes a grant program to assist lessees on Hawaiian home lands with cesspool upgrade, conversion, or connection costs. Establishes that a recipient of a cesspool upgrade grant shall not be eligible for the cesspool upgrade, conversion, or connection income tax credit and vice versa. Requires the Department of Health to establish a working group to examine and advise on amendments that can be made to the statutory description of the Department's powers, duties, functions, and responsibilities. Requires barber, beauty operator, and instructor licensees under the board of barbering and cosmetology to complete a one-time, one-hour training program on intimate partner violence awareness and education.
Establishes contract, cost disclosure, reimbursement, appeals, and information protection requirements for pharmacy benefit managers that contract with small, independent, and isolated pharmacies. Establishes enforcement jurisdiction in the Department of Commerce and Consumer Affairs. (SB1521 HD1)
Appropriates funds to the Hawaii technology development corporation to continue the small business innovation research program. Requires businesses that receive a small business innovation research grant award to return the award if they move their principal place of business out of Hawaii within five years. (SD1)
Appropriates moneys to the Department of Health to provide the Waianae Coast Comprehensive Health Center with funding for 1 FTE advanced practice registered nurse position and various infrastructure improvements for its school-based health center at Nanakuli High and Intermediate School.
Authorizes and establishes procedures and criteria for prescriptive authority for clinical psychologists who meet specific education, training, and registration requirements. Requires the Board of Psychology to accept applications for prescriptive authority privilege beginning 7/1/2022. Requires the Board of Psychology to report to the Legislature prior to the Regular Session of 2021. Sunsets on 8/31/2025. Effective 7/1/2050. (SB819 HD1)
