Establishes the Hawaii aerospace development corporation to grow investments and job opportunities in the aerospace industry and for workforce development. Transfers all rights, powers, functions, and duties of the office of aerospace development and Pacific international space center for exploration systems to the Hawaii aerospace development corporation. Repeals the office of aerospace development and Pacific international space center for exploration systems.
Clarifies that a member may qualify for the peer review oversight committee so long as the member does not have a fail rating.
Amends Act 53, SLH 2012, and removes the restriction that prohibits counties from requiring the installation of residential fire sprinklers.

Defines "crisis center" and "crisis intervention team officer". Enables crisis intervention team officers to determine if an individual meets the criteria for emergency examination or hospitalization. Authorizes crisis intervention team officers to transport an individual experiencing a mental health crisis to a crisis center. Appropriates funds as a grant-in-aid for the development of a crisis intervention team program.
Aligns the salary of the Public Utilities Commission chair with the highest pay tier of the First Deputy Attorney General. Aligns the salary of the other Public Utilities Commission commissioners with the lowest pay tier of the First Deputy Attorney General. Effective 7/1/2050. (SD2)
Amends the physical therapy practice act to allow physical therapists to practice dry needling.
Clarifies that any person that offers free or reduced rate shipping to a consumer in another state but who refuses to honor that shipping offer to a consumer in Hawaii has engaged in an act that is unfair and deceptive under certain conditions. Extends remedies.
Requires the department of agriculture to conduct a study on what metrics to use to accurately determine how much food is locally produced. Directs the department of agriculture to consult with a firm that specializes in food security metrics and with the department of business, economic development, and tourism to recommend a food security metric system for Hawaii. Appropriates funds.
