Requires the University of Hawaii College of Tropical Agriculture and Human Resources to partner with the Hawaii agriculture community to establish a food safety certification training program to provide assistance to small- and medium-sized farms in obtaining a United States Department of Agriculture Good Agricultural Practices certification or an equivalent certification. Makes an appropriation to the Judiciary to contract with nonprofit organizations to provide legal assistance and legal counsel to immigrants in determining legal status and citizenship, provide diversion to existing services, and otherwise provide counsel for existing rights. (SB227 HD2)
Authorizes the Hawaii Housing Finance and Development Corporation, at the request of the Hawaii Community Development Authority (HCDA), to establish and operate transit-oriented development infrastructure improvement zone subaccounts within the dwelling unit revolving fund for the benefit of infrastructure improvement projects within a transit-oriented development infrastructure improvement zone. Requires HCDA to develop a transit-oriented development infrastructure improvement zone program to foster infrastructure development by strategically investing in public facilities. Appropriates funds to HCDA for staff necessary to develop and manage the transit-oriented development infrastructure improvement zone program. Effective 7/1/2050. (SD2)
Requires the department of health to coordinate with each county water and sewage department to establish a low interest loan program for the upgrade or conversion of cesspools in each county to aerobic treatment unit systems.
Establishes a Homeland Security and Resiliency Council to identify electric grid and other critical infrastructure needs and provide recommendations for enhancing the State's grid and critical infrastructure resiliency. Appropriates funds. (SB609 HD1)
Makes intentionally or knowingly causing bodily injury to certain health care facility workers a Class C felony.
Amends the formula for the amount of transient accommodations tax to be collected from time shares by increasing the base on which time share occupancy is taxed from one-half of the gross daily maintenance fees paid by the owner and attributable to the time share unit to an amount equal to all of those fees. Requires the Department of Health to convene a working group to develop a universal symbol, quality control procedures with a focus on a retail product recall system, and standards, regulations, and protocols for the manufacture and sale of edible medical cannabis products. Amends the definition of an autocycle to include a three wheeled motor vehicle that has a handlebar and seat belts. Prohibits operators of a motorcycle, including an autocycle, from carrying any package, bundle, or other article if it prevents the operator from keeping both hands on the handlebars or steering wheel.
Makes an appropriation to support and expand medical residency training programs in state teaching hospitals. Requires dollar-for-dollar matching funds from private funding sources.
