RELATING TO THE DEPARTMENT OF PUBLIC SAFETY.

Appropriates funds to the department of public safety to contract with the social science research institute of the University of Hawaii at Manoa for evidence-based research and to collect data on behalf of the department of public safety. Effective 7/1/2050. (SD1)

RELATING TO THE CHILD PROTECTIVE ACT.

Requires the court to appoint counsel to indigent parents and make every effort to do so at the first hearing attended by the parent. (SD1)

RELATING TO THE VEHICLE WEIGHT TAX EXEMPTION FOR MILITARY PERSONNEL.

Repeals the requirement that a member of the National Guard, military reserve, or armed forces must be assigned to a unit in the State in order to qualify for a vehicle weight tax exemption. Clarifies that the vehicle weight tax exemption is available to service members who claim Hawaii as their residence of record.

RELATING TO THE BOARD OF EDUCATION.

Amends the board of education's membership by inviting the exclusive representative for bargaining unit (5) to appoint a nonvoting public school teacher representative to the board.

RELATING TO ON-SITE EARLY CHILDHOOD FACILITIES.

Establishes an income tax credit for employers who create on-site early childhood facilities. Establishes and appropriates funds for 1.0 FTE on-site early childhood facility coordinator position. Applies to taxable years beginning after 12/31/2019.

RELATING TO COMMUNITY MEETINGS.

Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions. Takes effect on 7/1/2050. (SD1)

RELATING TO TRAILS.

Requires government entities that engage in search and rescue operations to seek reimbursement when the rescued person required search and rescue efforts because that person acted in disregard of that person's safety, including intentionally disregarding a warning or notice. Increases the penalty for unlawfully entering or remaining on a trail that has been closed to the public.
