RELATING TO HOUSING.

Establishes the ALOHA homes authority to facilitate the development of low-cost homes for sale to Hawaii residents on state-owned and county-owned land near rail stations of the Honolulu rail transit system, to be known as the urban redevelopment district. Establishes guidelines within the urban redevelopment district. Establishes provisions related to the sale of leasehold interest of ALOHA homes. Exempts land owned by the authority from the definition of public lands in section 171-2, HRS. Exempts development by the authority from school impact fees. Establishes the ALOHA homes authority special fund. Authorizes the ALOHA homes authority to adopt rules pursuant to chapter 91, Hawaii Revised Statutes.

RELATING TO HOUSING.

Authorizes the issuance of general obligation bonds to be appropriated into and out of the rental housing revolving fund, dwelling unit revolving fund, and, contingent upon the enactment of S.B. No. 878 in any form, the home ownership housing revolving fund. Requires an amount of the funds appropriated out of the rental housing revolving fund be used to create permanent supportive housing units for chronically homeless individuals. (SD1)

RELATING TO PARENTAL RIGHTS.

Requires the family court to terminate parental rights if the court determines, by clear and convincing evidence, that a natural parent committed sexual assault of the other natural parent; the child was conceived as a result of the sexual assault by the parent; and termination of parental rights is in the best interests of the child, under certain conditions. Requires the family court to suspend custody and visitation, after proper filing of a petition and a hearing, to any child whose parent or legal guardian is charged for a sexual assault or other offense, under certain conditions. RELATING TO INVASIVE SPECIES.

Appropriates funds to the department of land and natural resources' division of forestry and wildlife, Maui branch, for invasive species technician positions in east Maui to address invasive plants and animals. Appropriates funds to the department of land and natural resources to reduce and eradicate invasive species throughout the county of Maui. (SD1)

RELATING TO PROMOTING DANGEROUS DRUGS.

Establishes the misdemeanor offense of promoting a dangerous drug in the fourth degree for first time offenders who possess smaller amounts of a dangerous drug. Amends related provisions for the promotion of the promotion of dangerous drugs in the second and third degree for consistency.
