RELATING TO FIREWORKS.

Requires for shippers with knowledge they are transporting fireworks to notify the appropriate county fire department of the shipment into the State or between counties.

RELATING TO WATER.

Prohibits BLNR from approving dispositions that authorize the diversion of water from streams except under specified criteria. Deposits moneys collected via land dispositions that authorize the diversion of water from streams into the forest stewardship fund.

RELATING TO TRANSPORTATION.

Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities. Authorizes the State to quitclaim ownership of roads in favor of counties.

RELATING TO THE STATE BUILDING CODES.

Requires the department of accounting and general services to adopt rules for state building codes no later than two years after the adoption of the codes by the state building code council or automatic adoption of the codes. Revises the adoption process for the state fire code to be in conformance with other state building codes.

RELATING TO EXTRACURRICULAR ACTIVITIES.

Allows home schooled students to participate on an equal basis in extracurricular activities offered at the public school they would otherwise be required to attend.

RELATING TO IMPORTANT AGRICULTURAL LANDS.

Appropriates funds as grants-in-aid to the counties for assistance with identifying and mapping important agricultural lands. Takes effect 7/1/2050. (SD1)

RELATING TO AGRICULTURE.

Establishes the agricultural housing task force within the office of planning to study existing county and state laws, rules, and processes for construction of employee housing within agricultural districts to identify barriers to construction, make recommendations, and propose one master use application process to be applied throughout the State. Directs the task force to give special consideration to modular housing as a solution and make a legal designation, as it relates to zoning, between homes with a permanent foundation and modular homes without a permanent foundation. Makes an appropriation. (SD1)

RELATING TO BAIL.

Requires bail to be set in reasonable amounts based upon all available information, including the alleged offense, possible punishment upon conviction, and the offender's financial ability to afford bail. Repeals the requirement of an officer letting to bail to consider the punishment to be inflicted on conviction and the pecuniary circumstances of the party accused. Allows pretrial service officers to access other state agencies' data on an offender's wages and tax information for the limited purpose of determining an appropriate bail amount. (SD1)

RELATING TO MARIJUANA.

Legalizes the personal use, possession, and sale of cannabis in a specified quantity. Authorizes medical cannabis dispensaries to sell non-medical cannabis for personal use beginning February 1, 2021. Subjects transactions for non-medical cannabis to excise taxes and income taxes. Makes conforming amendments. (SD1)

RELATING TO FIREARMS.

Clarifies that failure to register a firearm within the required time period does not relieve the owner of the duty to register the firearm. Allows the owner of an unregistered firearm to register the firearm thereafter without penalty. (SD1)
