Prohibits the issuance of covered source air permits for coal-burning electricity generation facilities after 2022. Prohibits the approval of new power purchase agreements for electricity generated from coal.

Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within the sea level rise exposure area as officially designated by the Hawaii Climate Change Mitigation and Adaptation Commission, subject to the availability of county maps designating the areas by tax map key. Effective 11/1/2020.
Requires a retail establishment with an employee restroom to allow a customer suffering from an eligible medical condition to use that restroom during normal business hours, under certain conditions. Exempts a retail establishment and employees from civil liability in allowing a customer to use an employee restroom. Establishes fines.
Requires the University of Hawaii to develop a single articulation pathway that allows students who complete an associate degree in a field relating to early childhood education to pursue a common curriculum in early childhood education that will articulate, without alteration, with a related baccalaureate degree program at another University of Hawaii campus. Establishes an early childhood education articulation working group to assist the University of Hawaii in developing the articulation pathway. Requires reports to the Legislature.
Beginning July 1, 2020, requires the State or an appropriate county agency to approve, approve with modification, or disapprove an application for a permit necessary for the development, pre-development, construction, or substantial rehabilitation of a project within sixty-five days of submission. Provides for automatic permit approval if the State or respective county agency does not make a timely decision on the application.
Prohibits defendants from claiming that discovery, knowledge, or disclosure of a victim's gender, gender identity, gender expression, or sexual orientation resulted in extreme mental or emotional disturbance sufficient to reduce a charge of murder to a charge of manslaughter unless the other circumstances of a defendant's explanation exist and are sufficient to reasonably find extreme mental or emotional disturbance.
Lowers the age a person can be exempt from jury duty from eighty years of age or older to seventy-five years of age or older.
Prohibits restaurants and hotels from applying service charges for the sale of food or beverage services unless they are distributed as tip income directly to their employees.
Establishes the offense of unlawful shipment of e-liquid products. Includes e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Requires applicants seeking a retail tobacco permit to specify whether the retailer engages in the retail sale of e-liquid for each place of business for which a permit is sought. Allocates a portion of funds collected in excise taxes on tobacco products to health education and prevention programs about the risks and dangers of the use of electronic smoking devices for youth. Repeals certain provisions relating to electronic smoking devices.
Requires that advertisements for rates for transient accommodations include all mandatory fees, except for taxes imposed by the State or county.
