RELATING TO CLAIMS AGAINST THE STATE.

Provides that claims against the State exceeding the amounts that may be paid by the comptroller shall be paid by the department or agency that is found liable for the claim, as determined by the Attorney General. (SD1)

RELATING TO HAWAIIAN LANGUAGE.

Clarifies that native Hawaiians, as the indigenous people of Hawaii, have the right to revitalize, use, develop, and transmit to future generations their histories, language, oral traditions, philosophies, writing systems, and literatures, and to designate and retain their own names for communities, places, and persons. (SD1)

RELATING TO EDUCATION.

Beginning with the 2020-2021 fiscal year, reduces from 6.5% to 5.0% the portion of the total Department of Education operating budget that may be expended for the department's administrative expenditures. Increases the percentage of appropriations for the total budget of the department that principals may expend, from 70% to 75%. Effective 7/1/2050. (SD1)

RELATING TO WATER POLLUTION.

Adds the chemicals homosalate, octocrylene, and octisalate to the sale and distribution sunscreen ban beginning on 1/1/2021. Allows the Department of Health to adopt rules to add additional harmful chemicals to the sale and distribution ban. Requires and appropriates funds for the University of Hawaii to conduct a study to examine the concurrent effects of certain sunscreen products on the decline of the State's coral reefs. (SD1)

RELATING TO HOUSING.

Requires inclusion of an unspecified minimum percentage of affordable housing units in state agencies' development and redevelopment plans along the rail transit corridor. Allows the Office of Planning to make exceptions to the affordable housing requirement. (SD1)

RELATING TO PESTICIDES.

Establishes the Pesticide Disposal Collection Program within the Department of Agriculture to provide a one-time, affordable, and environmentally accessible means for the disposal of non-restricted and restricted use pesticides from a bona fide agricultural entity. Convenes a Pesticide Disposal Collection Program Steering Committee to guide and monitor the program. Appropriates funds. (SD1)

RELATING TO CONSTRUCTION WASTE.

Requires the Department of Health to convene a construction waste reuse and recycling working group to determine how to implement a requirement for the reuse, recycling, or donation of construction waste. Makes an appropriation. (SD1)

RELATING TO EMERGENCY MEDICAL SERVICES.

Requires and appropriates funds for the department of health to conduct comprehensive workforce and cost analysis reviews with federal partners to improve efficiency, quality, and cost-effectiveness. Appropriates funds for collective bargaining increases and other current expenses.

RELATING TO FIREARMS.

Establishes the Attorney General's authority, and clarifies the respective county police chiefs' existing authority, and requires the Attorney General to grant licenses to carry concealed or unconcealed firearms. Specifies training requirements for license applicants. Amends the fee from a perlicense to a per-application basis and increases the fee. (SD1)

RELATING TO INVASIVE SPECIES.

Appropriates funds to the department of land and natural resources' division of forestry and wildlife, Maui branch, for invasive species technician positions in east Maui to address invasive plants and animals, efforts to substantially reduce and eradicate invasive species in the county of Maui, and activities relating to the proper management, but not eradication, of the axis deer population in Maui county.
