Establishes a one-year child care worker subsidy pilot program to assist in retaining the existing child care workforce. Appropriates funds for the pilot program to be expended by the department of human services. Appropriates funds to be deposited into the early learning special fund and expended by the executive office on early learning for the Hawaii early childhood educator stipend program. Repeals the pilot program on 7/1/2023. Effective 7/1/2060. (HD1)
Clarifies that the comprehensive offender reentry system provides programs and services that result in the timely release of inmates on parole when the minimum term, rather than the maximum term, has been served by the inmate.
Prohibits male correctional facility employees from conducting pat down searches of female inmates or entering areas where female inmates may be in a state of undress for the purpose of conducting a search, subject to exceptions. Requires exceptions to be documented, reviewed, and retained for reporting purposes. Requires PSD to increase its recruitment and training of female adult corrections officers and address certain concerns, federal requirements, and staffing shortages. Requires PSD to submit a report on its efforts. Effective 7/1/3000. (HD2)
Establishes within the judiciary a five-year recidivism prevention pilot program consisting of three components: a housing voucher program, child care voucher program, and employer income tax credit program to assist the reentry efforts of certain individuals who exited the women's community correctional center. Appropriates funds for the program and five transition navigator positions within the judiciary. Effective 7/1/3000. Repeals 7/1/2027. (HD2)
Appropriates funds to reinstate the basic package of diagnostic, preventive, and restorative dental benefits to adult medicaid enrollees. Effective 7/1/2060. (HD1)
Establishes an expeditious adjudication system for the processing of fireworks infractions. Increases the fireworks display permit fee and the fine for certain fireworks violations. Clarifies what constitutes a separate violation. Increases the penalty for removing or extracting the pyrotechnic contents. Authorizes the sheriff division to enforce the fireworks control law. Requires the attorney general to establish an explosion detection technology working group. Requires the department of public safety to develop and implement a web-based reporting tool for illegal fireworks. Appropriates funds. Effective 5/6/2137. (HD2)
