Authorizes the issuance of general obligation bonds for the Hawaii Housing Finance and Development Corporation and Hawaii Public Housing Authority's programs to develop housing exclusively for residents of the State who are owner- or renter-occupants and own no other real property. Authorizes a court to order the forfeiture of all of the Employees' Retirement System (ERS) benefits of an ERS member, former member, or retirant upon conviction of the individual for a felony related to the State or county employment of the individual. Prohibits designated beneficiaries convicted of a felony under the same set of circumstances as the member, former member, or retirant who was subject to forfeiture of ERS benefits from receiving benefits.
Clarifies that the conviction of a crime by a person holding a license to practice professional engineering, architecture, land surveying, or landscape architecture in the State, that is substantially related to the qualifications, functions, and duties of the licensee constitutes a ground for disciplinary action by the State Board of Professional Engineers, Architects, Surveyors, and Landscape Architects. Allows the Board to suspend or revoke a convicted licensee's license or decline to reissue a license to a convicted licensee subject to certain conditions.
Establishes an investigator position in the Campaign Spending Commission. Appropriates funds.
Increases the number of members composing the State Board of Professional Engineers, Architects, Surveyors, and Landscape Architects from fourteen to sixteen members, and requires one member to have at least five years of experience as an employee of a government agency.
Requires the Department of Agriculture to assess the steps necessary for the State to supplement federal authority to perform meat inspections within the State. Requires the Department of Agriculture to assess the steps necessary to transfer full authority over meat inspections from federal authority to the State. Appropriates funds for three full-time equivalent inspector positions within the Department of Agriculture to perform meat inspections.
Requires the Hawaii Correctional System Oversight Commission to review and recommend amendments to the Department of Public Safety's operating budget request and any capital improvement project appropriation requests prior to each legislative session. Requires the Commission to inform the Legislature if its recommendations were not accepted. Requires the Commission to advise the Governor as to whether the Department of Public Safety's expenditure plan serves to fulfil the goal of the correctional system's transition to a rehabilitative and therapeutic model. Takes effect 1/1/2050. (SD1)
