Repeals existing law that preempted local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and nullified and voided any conflicting local laws and regulations. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that govern smoking. Extends the offense of false labeling of Hawai‘i-grown coffee to include roasted coffee. Imposes a mandatory $10,000 fine for each separate offense of false labeling of Hawai‘i-grown coffee. Appropriates funds for one full-time equivalent (1.0 FTE) enforcement position. Effective 6/30/3000. (HD2)
Requires the Hawaii Public Housing Authority to conduct a study identifying certain state-owned lands located within a one-half mile radius of any rail mass transit station, including lands owned by the Office of Hawaiian Affairs and excluding lands under the jurisdiction of the Department of Hawaiian Home Lands, that are most suitable for constructing at least one hundred thousand housing units. Appropriates funds to the Hawaii Public Housing Authority to conduct the study, or contract services to conduct the study. Effective 6/30/3000. (HD1)
Requires the Governor to ensure continued operation of medical facilities upon declaration of a state of emergency or local state of emergency and during times of health or pandemic emergencies. Allows hospitals to suspend elective surgeries during the period of emergency to address the facility's bed capacity. Effective 6/30/3000. (HD1)
Prohibits the construction of new farm dwellings on agricultural park lots beginning 1/1/2024. Prohibits residence within an unpermitted farm dwelling. Authorizes inspections.

Effective January 1, 2025, requires all state- or county-owned parking lots in the State that contain public paid parking spaces to accept payment of parking fees by credit card and debit card. Requires all state- or county-owned parking meters in the State that collect parking fees for any public paid parking space to be maintained in working order to accept payment by credit card and debit card. Requires the department of accounting and general services and the counties to submit reports to the legislature. Defines motor vehicle, parking meter, and public parking space. Effective 7/1/2050.
