RELATING TO TOBACCO PRODUCTS.

Prohibits the sale or furnishing of a tobacco product or electronic smoking device to a person born on or after January 1, 2003. Prohibits the possession or consumption of a tobacco product in a public place by a person born on or after January 1, 2003, with certain exemptions. Prohibits the purchase or possession of any tobacco product or electronic smoking device by a person born on or after January 1, 2003, with certain exemptions. Effective 1/1/2024.

RELATING TO IMMIGRANT SERVICES.

RELATING TO MOTOR VEHICLE INSPECTIONS.

For a period of 3 years, provides that no new vehicle needs a safety inspection until 3 years after the date the vehicle was first sold; provides that electric vehicles shall require a safety inspection every 24 months; and provides that electric vehicles participating in a road usage charge fee program shall pay a road usage charge fee based on a self-reported photo odometer reading. Effective 7/1/2050. Repeals 6/30/2026. (SD2)

RELATING TO HEALTH.

Prohibits the sale of flavored tobacco products and the mislabeling of e-liquids as nicotine free. Authorizes the department of health to appoint, commission, or contract for services of inspectors. Establishes two full-time equivalent program specialist position and one full-time equivalent hearing officer position. Appropriates funds. Effective 1/1/2024.

RELATING TO PROBATION.

Establishes a statewide program modeled after the Hawaiʻi's Opportunity Probation with Enforcement (HOPE) program that was implemented in the City and County of Honolulu from 2004 through 2019. Requires the Judiciary to administer the program.

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Requires the Hawaiʻi Housing Finance and Development Corporation to employ an Executive Director to be nominated by the Governor, subject to the advice and consent of the Senate. Transfers the duties and powers of the Board of Directors of the Hawaiʻi Housing Finance and Development Corporation to the Executive Director. Requires the Board to advise the Executive Director. RELATING TO THE STATE BOARD OF PROFESSIONAL ENGINEERS, ARCHITECTS, SURVEYORS AND LANDSCAPE ARCHITECTS.

Requires the State Board of Professional Engineers, Architects, Surveyors and Landscape Architects to, upon its denial of an application for licensure, provide the applicant with a written notice of denial accompanied by a written explanation describing the reasons for the Board's denial. RELATING TO WAGES.

Amends the definition of "wages" to include the payment of any paid time off or personal time off, holiday, sick, or vacation pay earned and payable in accordance with the terms of an employer's policy or a written agreement with the employer.

RELATING TO THE HOUSING SHORTAGE.

Requires the Office of Planning and Sustainable Development to identify and analyze existing and projected housing needs and identify adequate sites for housing sufficient to meet housing demands for all income levels each year. Appropriates funds for one full-time equivalent (1.0 FTE) position within the Office of Planning and Sustainable Development. Effective 7/1/2050. (SD1)
