Requires that housing projects financed by funds from the Rental Housing Revolving Fund remain affordable in perpetuity, regardless of redevelopment. Allows the RHRF to be used to finance and guarantee loans for the development of rental projects that are income blind; provided that they are made available exclusively to Hawaiʻi residents who are renter-occupants who own no other real property.

Expands the department of land and natural resources' rulemaking authority to include any rule deemed necessary to protect certain wildlife. Expands the board of land and natural resources' authority to temporarily adopt, amend, or repeal certain natural resource rules by formal action at a publicly noticed meeting if the board finds that such adoption, amendment, or repeal is necessary to implement effective and adaptive management measures in response to impacted natural resources or in light of newly available technology or data.
Prohibits the sale of flavored tobacco products and mislabeled e-liquid products that contain nicotine. Repeals language making the sale of cigarettes, tobacco products, and electronic smoking devices a statewide concern and preempting county ordinances and regulations. Effective 1/1/2025.
Renames the Department of Law Enforcement to the "Department of the State Sheriff". Renames the Director of Law Enforcement to "State Sheriff" and deputy directors to "undersheriffs". Establishes an assistant position to be designated by the State Sheriff.
Requires mandatory registration for all clean and sober homes. Requires the Department of Health to ensure there is equitable distribution of clean and sober homes throughout a county. Requires an applicant to obtain written approval from the appropriate county showing compliance with all land use and zoning ordinances and rules. Prohibits the Department of Health from issuing a certificate of registration: unless, in certain counties, a public informational meeting is first held before a neighborhood board in the affected community; and if there are more than a certain number of registered clean and sober homes within a certain mile radius in the affected community.
Establishes jurisdiction for the Department of Law Enforcement over enforcement of chapter 132D, HRS, relating to illegal fireworks. Establishes provisions for police and fire officers to enter premises and for the Director of Law Enforcement to inspect premises. Requires license and permit holders to maintain records and report instances of illegality in relation to fireworks. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Establishes a Crisis Intervention and Diversion Services Program within the Department of Health to expand existing services to divert those with mental health issues to appropriate health care services. Defines "mental health emergency worker". Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation for the Crisis Intervention and Diversion Services Program.
Requires the State Fire Council to appoint the State Fire Marshal. Establishes that this measure only takes effect if another bill is passed that establishes a State Fire Marshal position.
Requires the law enforcement standards board to develop training materials related to the recognition and signs of Alzheimer's disease and related types of dementia. Requires law enforcement officers to review training materials for at least 1 hour per year.
Requires the Department of Corrections and Rehabilitation to make phone calls free for incarcerated persons who have been convicted or are detained and awaiting a verdict.
