Requires the public access room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education. Requires the department of education and university of Hawaiʻi to assign appropriate staff to coordinate with the public access room for the outreach and engagement program. Establishes two full-time equivalent permanent civic education resource teacher positions. Appropriates funds to the legislative reference bureau for one full-time equivalent (1.0 FTE) position to assist in effectuating this requirement. Appropriates funds to the department of education for the expansion of civic education in the public schools.
Establishes the Affordable Housing Land Inventory Task Force within the Hawaiʻi Community Development Authority to update the maps, tier tables, and inventories of State lands suitable and available for affordable housing development in the Affordable Rental Housing Report and Ten-Year Plan. Requires a report to the Legislature. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. (SD1)
Repeals the authority of employers to pay tipped employees less than the minimum wage.
Imposes a penalty for knowingly selling invasive plants or plants containing invasive species.
Requires the counties to submit annual reports on fire code enforcement updates and fire mitigation planning to the Legislature. Takes effect 1/1/2042. (SD1)
Establishes the Red Hill remediation authority. Creates the Red Hill remediation special fund.
Requires the Hawaiʻi Housing Finance and Development Corporation to hold at least one application period each year to receive applications from parties interested in applying for financing of projects to develop or improve infrastructure that is or will be used solely for certain housing projects. Requires HHFDC to adopt certain administrative rules. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation into and out of the Dwelling Unit Revolving Fund.
Requires the Insurance Commissioner to conduct a study on wildfire risk and insurance and submit a report regarding the study to the Legislature prior to the Regular Session of 2025.
