RELATING TO INVASIVE SPECIES.

Requires the Hawaiʻi Invasive Species Council to classify the fungal pathogen that causes coffee leaf rust as an invasive species in its administrative rules and to direct available funding for mitigation efforts, research, and prevention or control actions for coffee leaf rust. RELATING TO TRANSPORTATION.

Increases the fines for violating provisions relating to the installation of noisy exhaust pipes and mufflers. Authorizes police officers to conduct examinations and inspections if the officer has probable cause to believe that a vehicle's excessively noisy muffler is evidence of a violation. RELATING TO ABUSIVE LITIGATION.

Beginning 1/1/2026, establishes judicial procedures to prevent and remedy abusive litigation. Requires the courts to create new forms by 1/1/2025. Requires the Judiciary to provide training to judges by 7/1/2025. Effective 7/1/3000. (HD1)
