Lowers the threshold blood alcohol concentration for the offense of operating a vehicle while under the influence of an intoxicant.

Requires each county to authorize construction for a specified number of new housing units between fiscal year 2021-2022 and 2024-2025. Reduces the amount of transient accommodation tax revenue the counties receive for failure to meet the requirements. Allows for recoupment of reduction under certain circumstances. Repeals June 30, 2025.
Authorizes the Hawaii housing finance and development corporation the right of first refusal for the development of property for all development on state lands, excluding Hawaii public housing authority, department of Hawaiian home lands, and department of land and natural resources lands and properties, that are within a one-half mile radius of a rail transit station. Triggers the right of first refusal upon a transfer of any property interest, including a leasehold interest, of state lands that are within a one-half mile radius of a rail transit station. Effective 7/1/2050. (HD1)
Requires all places of public accommodation to comply with accessibility guidelines established under the Americans with Disabilities Act.
Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions. (SD1)
Allows a defendant who has been convicted of three misdemeanors in Waikiki, any business district, or resort zoned area to be sentenced to a probationary term of geographic restriction not exceeding an unspecified number of years during which the defendant shall be prohibited from entering the district or area in which the acts occurred. Mandates imprisonment of thirty days for violation.
Requires that revenue estimates provided by the department of taxation to the legislature or to any executive or administrative office be accompanied by a description of the methodology used and assumptions made in providing the estimate. Requires the estimate and description to be subject to public disclosure. Effective 7/1/2050. (SD2)
Extends the required period for a notice of summary possession from five business days to fifteen calendar days. Requires landlords to provide notice with specified terms to a tenant and enter into mediation with the tenant. Delays when a landlord may seek possession of a dwelling unit if the tenant schedules or attempts to schedule mediation. Requires landlords to provide the notice to mediation centers that offer free mediation for residential landlord-tenant disputes. Restricts when a landlord may exercise these remedies depending on the number of days that have elapsed following the expiration date of the governor's final eviction moratorium and the amount of rent due. Appropriates funds for the judiciary to contract for mediation services. Repeals 12/31/2022, or one year after expiration of the governor's final eviction moratorium emergency supplementary proclamation related to the coronavirus disease 2019 pandemic, whichever is sooner. Authorizes forfeiture of certain ERS benefits, pursuant to court order, for state or county employees and designated beneficiaries who are convicted of an employment-related felony.
Disallows dividends paid deduction for real estate investment trusts, except for real estate investment trusts that provide affordable housing in the State. Applies to taxable years beginning after 12/31/2021. Sunsets 12/31/2024.
