Prohibits the University of Hawaii board of regents from charging qualified residents for community college tuition for regular courses of instruction.

Establishes a two-year vendor facilities pilot program task force for vendors with serious mental illness within the department of health. Requires the vendor facilities pilot program task force submit an annual report to the Governor and the Legislature not later than twenty days prior to the convening of the 2022 through 2023 regular sessions. Takes effect on 5/1/2029. (SD1)
Establishes the Hawaii self-insured health care system, to be developed by the Hawaii health authority, EUTF, and medicaid. Effective 5/1/2021.
Expands the definition of "cooler beverage" to include certain spirits-based beverages that contain seven percent or less alcohol by volume.

Establishes the Office of Aerospace Development in the Hawaii Technology Development Corporation instead of the Department of Business, Economic Development, and Tourism. Repeals references to the Pacific International Space Center for Exploration Systems. Transfers the rights, powers, functions, and duties of the Pacific International Space Center for Exploration Systems to the Office of Aerospace Development. Allows the Aerospace Advisory Committee to select the Director of the Office of Aerospace Development. Reduces the number of members on the Aerospace Advisory Committee. Appropriates funds to UH. Requires officers serving a warrant to declare the officer's office and business and wait thirty seconds before entry into a house, store, or other building, subject to certain circumstances. Requires officers serving a warrant issued by a district court to do so in an authorized uniform and wear and use a body-worn video camera. (CD1)
Establishes an annual luxury pollution registration fee for nonelectric vehicles over $60,000 beginning 12/31/21. Requires the fees to be deposited in the state highway fund and support the electric vehicle charging system rebate program. Expands the rebate program to include low-income residents of the state. Requires the department of accounting and general services to establish and manage automotive support for work-related travel by employees of the State to minimize the size of motor pools. (SD1)
