Establishes the offense of theft of catalytic converter as a class C felony. Defines "catalytic converter." Requires scrap dealers to follow the same requirements regarding a written statement for the purchase of palladium, platinum, rhodium, and a scrap catalytic converter from which some or all of the catalyst metals have been removed as is required for the purchase of copper, beer kegs, and urns.

Prohibits the sale of all flavored tobacco products. Establishes fines and penalties for violations. Effective 01/01/2023.
Specifies that ten per cent of the moneys in the Hawaii Tobacco Settlement Special Fund shall be allocated to and expended by the Department of Health for purposes of the Kupuna Care Program and the Kupuna Caregivers Program. Specifies that the allotment of tobacco settlement moneys shall not supplant the base budget of the Executive Office on Aging.
Allows individual taxpayers sixty-five years of age or older with lower incomes to claim an additional exemption for purposes of the food/excise tax credit thereby providing relief from the general excise tax on food purchases.
Amends the definition of renewable portfolio standard for electric utility companies to be a percentage of electrical energy generation, rather than sales. Increases the renewable portfolio standard from forty to eighty percent. Requires an appropriate period for public comment before the public utilities commission may grant a waiver from the renewable portfolio standard or an extension for meeting the prescribed standard to an electric utility company.
Subjects U-drive motor vehicles to the same motor vehicle registration fees as other motor vehicles. Authorizes the counties to use certain motor vehicle registration fees to mitigate and address the impacts of tourism-related traffic congestion.
Temporarily establishes the land study bureau classifications and ratings review subcommittee within the land use commission to review and amend land study bureau classifications and ratings of agricultural lands. Repeals on 12/31/ .
Requires self-service stations to put labels on gas dispensing that advise consumers on the effects of fossil fuel consumption to human health and the environment.
Authorizes the use of the ranked choice method of voting for all partisan primary elections, special elections, and nonpartisan general elections held in this State.
Requires the Department of Health to fill the vacant division chief staff position within the Environmental Management Division by 10/1/2022 and consider environmental justice issues when making certain assessments and determinations. Requires the Clean Water Branch to perform water quality testing during brown water advisories, inform the public of health risks associated with water runoff during brown water advisories, and establish an Environmental Management Division Oversight Advisory Board. Requires the Legislative Reference Bureau to conduct a comprehensive review of the Environmental Management Division.
