RELATING TO VACANT AND ABANDONED RESIDENTIAL PROPERTY.

Requires counties to establish expedited procedures to approve demolition permits for vacant and abandoned residential homes. Allows the Department of Taxation to seek sale of the property through nonjudicial foreclosure of vacant and abandoned residential properties with outstanding recorded state tax liens at any time after establishing vacancy and abandonment.

RELATING TO EARLY CHILDHOOD EDUCATION SCHOLARSHIPS.

Establishes the early childhood education scholarship program within the University of Hawaii to assist students with school tuition in return for a service commitment to teach in a preschool classroom of the executive office on early learning public prekindergarten program. Appropriates funds.

RELATING TO MINIMUM WAGE.

Establishes a minimum wage commission to recommend the annual rate of increase for the minimum wage. Provides that recommended minimum shall go into effect unless affirmatively rejected by concurrent resolution. Makes an appropriation.

RELATING TO ENVIRONMENTAL REGULATIONS.

Requires that the Department of Land and Natural Resources adopt rules prohibiting landowners possessing ten thousand or more acres from producing runoff and holding those landowners responsible for any runoff originating on their property.

RELATING TO THE GOOD NEIGHBOR HELICOPTER ACT.

Levies a tiered surcharge on certain helicopters that fly below altitudes less than two thousand feet above ground level if within a certain radius of a residential area or occupied agricultural or commercial area, regardless of whether the helicopter is transporting passengers. Grants certain exemptions.

RELATING TO HOUSING SUPPLY PLANS.

Requires each county to prepare a housing supply plan to plan for projected increases in the State's housing supply to meet housing demands of the respective county, identify and analyze existing and projected housing needs for all income levels, define the term "housing demand" including a ratio of jobs to residents to account for latent demand, and identify adequate sites for housing, including rental housing. Requires housing supply plans to be submitted to the Legislature. Appropriates funds for the counties to conduct the required studies.

RELATING TO SEXUAL ABUSE OF MINORS.

Expands the time period by which a civil action for childhood sexual abuse may be initiated. Extends the period during which a victim of childhood sexual abuse may bring an otherwise time-barred action against the victim's abuser or a legal entity having a duty of care. Allows recovery of treble damages in certain circumstances. Provides for training on trauma-informed response.

RELATING TO ACCESSIBILITY.

Requires a retail establishment with an employee toilet facility to allow a customer suffering from an eligible medical condition to use that restroom during normal business hours, under certain conditions. Exempts a retail establishment and employees from civil liability in allowing an eligible customer to use an employee toilet facility. Establishes fines.
