Amends the requirements for applicants to lease public lands for farming by lowering the number of years an individual must earn income for farming and eliminating requirements for certain young farmers to have years of farming experience prior to applying for a lease.
Requires private businesses selling goods and services to the public, including retail malls and shopping centers, to provide a minimum of 6 per cent of its parking spaces for persons with disabilities. Imposes a penalty for failure to comply. Convenes a task force to review expanding eligibility requirements for disability parking permits.
Beginning with the 2023-2024 school year, requires the Department of Education to include the teaching of financial literacy in the personal transition plan requirement for each student.

Requires the school facilities authority to adopt and publish administrative rules necessary to implement Act 72, Session Laws of Hawaii 2020, as amended by Act 217, Session Laws of Hawaii 2021, by July 1, 2022. Requires the office of the governor to provide a report to the legislature regarding the process by which the school facilities authority purchases real property and executes capital improvement project contracts.

Establishes an exemption from state income tax for the first $100,000 of income derived from taro, taro products, and land used to produce taro if the total amount of land used to cultivate taro in Hawaii does not exceed thirty thousand acres at any point in the year.
