Prohibits each county from adopting ordinances that restrict housing density on state lands that are within 0.5 miles of an elevated mass transit station.

Restricts any county from disapproving or imposing certain conditions on a housing development project for housing or an emergency shelter unless the county meets certain requirements.
Authorizes the election of the members of the Hawaiian Homes Commission. Establishes the elected office of Director of Hawaiian Home Lands, the holder of which shall have administrative oversight over the Department of Hawaiian Home Lands. Subject to congressional approval.
Requires DOE to provide comprehensive training for teachers and educational officers on sexual health topics that include positive and accurate representations of the lesbian, gay, bisexual, transgender, queer or questioning, intersex, asexual, and other sexual orientations and gender identities and persons of color communities, to destigmatize and promote sexual health. Requires sexual health programs to include similar sexual health topics to destigmatize and promote sexual health.
Prohibits the University of Hawaii Board of Regents from charging qualified residents for community college tuition for regular courses of instruction. Authorizes the Board to charge certain students nonresident tuition community college fees for regular courses of instruction.
Requires the Legislative Reference Bureau to conduct a study on the feasibility of the State establishing a universal no cost pre-kindergarten program.
Appropriates moneys to extend Medicaid postpartum coverage to 12 months following the end of pregnancy.
Makes a person or entity liable for all or a portion of search or rescue expenses when the person or entity knowingly enters state, county, or private property, knowingly enters a hiking trail that is closed to the public, or violates applicable laws, provided that the closure is posted by sign, barricade, or other device that gives reasonable notice of the closure. Requires counties and the state fire council to adopt rules as necessary to pursue reimbursements.
Establishes the ALOHA homes program to develop low-cost homes on state-owned and county-owned land in urban redevelopment sites to be sold in leasehold by the Hawaii housing finance and development corporation (HHFDC) to qualified residents. Exempts certain land from the definition of public lands. Requires HHFDC to gain legislative approval before disposing of certain lands. Provides for the disposition of lands acquired by HHFDC but no longer needed for the ALOHA homes program. Appropriates funds.
Prohibits, beginning January 1, 2023, a person to operate an underground storage system with a capacity of 100,000 gallons or more, mauka of the underground injection control line.
