Establishes, within the Office of Planning and Sustainable Development, a taskforce, advisory group, and consultant team to develop a coastal zone framework-development taskforce to develop a programmatic framework for a Hawaii next generation coastal zone management program. Creates a refundable water catchment tax credit for homeowners who install a water catchment system meeting certain requirements on residential property in the State owned by the homeowners. Defines "qualified taxpayer" as a taxpayer who has installed a water catchment system and placed the system in service during the taxable year. Takes effect 7/1/2050. (SD1)
Adds the Hawaii Tourism Authority president and chief executive officer as an ex officio member of the Board of Land and Natural Resources and Land Use Commission.
Directs the Department of Education to conduct a study for the inclusion of food hubs in the procurement strategy for the Aina Pono Hawaii State Farm to School Program. Effective 7/1/2050. (SD1)
Establishes the state mortgage insurance program to guarantee up to fifteen per cent of the principal balance of real property mortgage loans, under certain conditions.
Requires the Hawaii Public Housing Authority to establish a formal procedure for the eviction of a tenant for marijuana use from public housing administered by the State. Requires the Hawaii Public Housing Authority to file for exemption to federal regulations on controlled substances. Allows tenants to be exempt from eviction for marijuana use, provided the tenant provides sufficient medical documentation. (SD1)
Requires the Department of Human Services to work with the Department of Public Safety to establish a pilot visitation and family resource center at Waiawa correctional facility. Appropriates funds.
Establishes within the Department of Public Safety Reentry Office, a 5-year Recidivism Prevention Pilot Program, consisting of three components: the housing voucher program, child care voucher program, and income tax credit for employers to assist the reentry efforts of certain individuals who exited from the Women's Community Correctional Center, for two years after the exit. Establishes five Transition Navigator positions (5.00 FTE) within the Department of Public Safety Reentry Office. Appropriates funds.
Requires the Hawaii Broadband and Digital Equity Office to: (1) collect certain data from communications service providers, (2) determine performance standards for broadband service in the State, and (3) publish a publicly available web-based broadband infrastructure and service map that identifies geographic areas based on the data collected. Establishes the criteria for the Hawaii Broadband and Digital Equity Office to consider in determining and designating unserved and underserved areas.
Directs the Hawaii Housing Finance and Development Corporation to conduct a study of county ordinances on housing finance and development. Makes an appropriation. (SD1)
