RELATING TO LEGAL SERVICES FOR LOW-INCOME IMMIGRANTS.

Appropriates moneys to the judiciary to contract with nonprofit organizations to provide legal counsel and assistance to lowincome noncitizens. Defines "low-income" to mean a person whose family income is no more than the federal poverty level. Effective 12/31/2050. (HD1)

RELATING TO MARRIAGE OF MINORS.

Requires the written consent of family court for a marriage when one of the parties to the marriage is a minor at the time of contracting the marriage and the other party is more than five years older than the minor. Requires the department of health to inform the child protective services unit of the department of human services for investigation of all parties, including the prospective spouse and any person giving written consent to a minor's marriage, when one of the parties to a marriage is a minor and the other party is more than five years older than the minor. Requires the child protective services unit to provide a written report of its findings to the family court no more than two weeks from the date of the application to marry. Effective 7/1/2060. RELATING TO NOMINATION PAPERS.

Extends by one month the deadline by which nomination papers for candidates for elected office shall be made available. Repeals on the same date of the repeal of section 4 of Act 14, Session Laws of Hawaii 2021. Takes effect 7/30/2075. (SD1)

RELATING TO LANGUAGE ACCESS.

Requires the executive director of the office of language access to submit an annual report to the governor and legislature on compliance, complaints, resolution of complaints, and recommendations to enhance and promote language access. Appropriates funds to establish three full-time equivalent (3.0 FTE) limited English proficiency language coordinator positions in the office of language access. Effective 7/1/2060. (HD1)
