Updates the list of federal agencies whose law enforcement officers may make arrests for certain offenses under state law by adding United States Immigration and Customs Enforcement-Homeland Security Investigations and deleting United States Citizenship and Immigration Services from the list. Updates references to the titles of the heads of the district offices for the listed federal agencies and the names of these agencies, including United States Customs and Border Protection.

Requires the department of education to establish and administer the strong students grant pilot program to provide grants for eligible education expenses to eligible students. Requires the department of education to submit progress reports to the legislature prior to the 2023 and 2024 regular sessions. Appropriates funds. Effective 7/1/2051. (HD1)

Requires the auditor to conduct a sunrise analysis on a proposal to regulate school psychologists. Requires the auditor to submit a report to the legislature by 2024. Effective 7/1/2060. (HD2)

Establishes a statewide homelessness information system working group to assess the feasibility of establishing a statewide information system to collect and track real-time data related to homelessness in the State, including availability of services, shelters, and low-cost housing in various regions of the State. Establishes a one-year child care worker subsidy pilot program to assist in retaining the existing child care workforce. Appropriates funds for the pilot program to be expended by the department of human services. Appropriates funds to be deposited into the early learning special fund and expended by the executive office on early learning for the Hawaii early childhood educator stipend program. Repeals the pilot program on 7/1/2023. Effective 7/1/2060. (HD1)

Establishes the Hawaii agricultural investment program to support local agricultural producers. Requires annual reports. Appropriates funds. Effective 7/1/2050. (HD1)

Prohibits male correctional facility employees from conducting pat down searches of female inmates or entering areas where female inmates may be in a state of undress for the purpose of conducting a search, subject to exceptions. Requires exceptions to be documented, reviewed, and retained for reporting purposes. Requires PSD to increase its recruitment and training of female adult corrections officers and address certain concerns, federal requirements, and staffing shortages. Requires PSD to submit a report on its efforts. Effective 7/1/3000. (HD2)
