Establishes a pilot program to generate revenue through the lease of public library lands to meet the mission of the public libraries. Establishes the library facilities fund. Requires the state librarian and department of education to report to the legislature. (SD1)
Requires employers of first responders to provide Alzheimer's disease and related dementias training for first responders. Takes effect 12/31/2021.
Prohibits each county from adopting ordinances that restrict housing density on state lands that are within 0.5 miles of an elevated mass transit station.
Requires the Hawaii Public Housing Authority to conduct a study on the state of broadband access in all public housing projects in the State. Requires the Public Housing Authority to submit a report of its findings and recommendations to the legislature prior to the convening of the regular session of 2022. Authorizes the Hawaii Public Housing Authority to request assistance from the Legislative Reference Bureau as may be necessary.
Increases the amount of the exemption from attachment or execution of real property that is owned by any individual who is not delinquent on income taxes, real property taxes, or mortgages; and a motor vehicle. Exempts one month of child support and spousal support from attachment or execution.
Makes violations of voting requirements for elections of a condominium association subject to the enforcement powers of the Real Estate Commission and amends the requirements for a condominium association's standard proxy form by deleting the option for a condominium owner to give the proxy to the board as a whole.
Establishes that all state-owned lands located within one mile of any rail mass transit station shall be designated as important state lands to promote the development of homes priced below market rates for Hawaii residents who are owner-occupants and own no other real property. Requires state and county housing policies, tax policies, land use plans, ordinances, and rules to promote the long-term viability of important housing lands consistent with certain policies.
Adds the chairperson of the Hawaiian Homes Commission or the chairperson's designee to serve as an ex officio, voting member on the Commission on Water Resource Management.
Provides that a prosecution for sex trafficking shall not be subject to a statute of limitations.
Exempts from general excise tax law amounts received from the interisland transportation and related loading and unloading of livestock. Requires the public utilities commission to authorize preferential water carrier service rates by tariff for ratepayers that operate farms or ranches located in any county with a population equal to or less than 500,000.
