RELATING TO EMERGENCY FOOD MANAGEMENT.

Establishes the Hawaii emergency food assistance program and Hawaii emergency food assistance program special fund to be administered by the department of agriculture and appropriates moneys into the fund to provide food to certain residents during governor-declared states of emergency. Effective 7/1/2050. (SD2)

RELATING TO COMMERCIAL MARINE LICENSES.

Authorizes the department of land and natural resources to establish rules and fees for the issuance of a commercial marine vessel license. Provides that a single valid commercial marine vessel license satisfies the licensure requirement for all persons aboard the licensed vessel. Requires any person who provides fishing charter services to obtain a commercial marine license. Allows marine charter fishing vessels to obtain commercial marine vessel licenses. Requires the department of land and natural resources to submit a report to the legislature regarding the status of its administrative rules establishing a new commercial marine vessel license category. RELATING TO POLICING.

Requires each county police department to collect certain data regarding police stops, uses of force, and arrests, and submit to the legislature annual reports. Effective 5/6/2137. (SD1)

RELATING TO PANDEMIC RESPONSE.

Authorizes use of funds appropriated from the emergency and budget reserve fund, from the amounts received by the State from the Coronavirus Aid, Relief, and Economic Security Act (CARES) Act, for the purchase and distribution of personal protective equipment, industrial hygiene products, and coronavirus disease 2019 tests to state departments and attached agencies. Effective 7/1/2050. (SD1)

RELATING TO HEALTH.

Authorizes advanced practice registered nurses, in addition to physicians, to practice medical aid in dying in accordance with their scope of practice and prescribing authority. Authorizes psychiatric mental health nurse practitioners and clinical nurse specialists, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Reduces the mandatory waiting period between oral requests from twenty days to fifteen days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period. (SD2)

RELATING TO THE HAWAII FARM TO SCHOOL PROGRAM.

Requires the Department of Education to meet the local farm to school meal goal of fifteen per cent of food served in public schools to be locally sourced by 2025 and thirty per cent by 2030. Requires the Department of Education to report to the Legislature. (SD2)
