RELATING TO ZERO-EMISSION VEHICLES.

Establishes the rental car modernization task force to develop a plan to determine the feasibility of installing electric vehicle charging infrastructure to support a one hundred per cent zeroemission rental motor vehicle fleet by 2035. Requires the task force to submit an initial report to the legislature no later than 12/1/2021, and a final report to the legislature no later than 12/1/2022. Dissolves the task force on 5/31/2023. Effective 1/1/2050. (HD2)

RELATING TO THE ENFORCEMENT OF LAWS.

Establishes an expeditious adjudication system for the processing of fireworks infractions. Increases the fireworks display permit fee and the fine for certain fireworks violations. Clarifies what constitutes a separate violation. Increases the penalty for removing or extracting the pyrotechnic contents. Authorizes the sheriff division to enforce the fireworks control law. Requires the attorney general to establish an explosion detection technology working group. Requires the department of public safety to develop and implement a web-based reporting tool for illegal fireworks. Appropriates funds. Effective 5/6/2137. (HD2)

RELATING TO AGRICULTURE.

Requires the department of agriculture, in cooperation with the office of the governor, to identify the top ten fruit and vegetable imports to the State that may be commercially grown by farmers in Hawaii and recommend ways to increase their production. Effective 7/1/2050. (HD1)

RELATING TO SERVICES FOR KUPUNA.

Allows the executive office of aging to relax the thirty-hour employment requirement for qualified caregivers under the kupuna caregivers program during a governor-declared state of emergency. Allows the kupuna caregivers program to be delivered through either traditional service delivery or kupuna caregiver-directed services. Clarifies that coaches and service providers shall be mandated reporters who have received adult protective services training. Expands the duties of a coach to include assisting the care recipient and caregiver with the enrollment process. Allows funds under the kupuna caregivers program to be issued to the care recipient's financial management service provider. Requires the director of the executive office on aging to submit an annual report to the legislature and adopt administrative rules. Effective 7/1/2060. (HD2)

RELATING TO AEROSPACE.

Establishes the Office of Aerospace Development in the Hawaii Technology Development Corporation instead of the Department of Business, Economic Development, and Tourism. Repeals references to the Pacific International Space Center for Exploration Systems. Transfers the rights, powers, functions, and duties of the Pacific International Space Center for Exploration Systems to the Office of Aerospace Development. Allows the Aerospace Advisory Committee to select the Director of the Office of Aerospace Development. Reduces the number of members on the Aerospace Advisory Committee. Appropriates funds to UH. RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT.

Updates the Uniform Controlled Substances Act to be consistent with amendments in the federal controlled substances law. Exempts hemp from the Uniform Controlled Substances Act. Removes cannabidiol drugs that have been approved by the United States Food and Drug Administration from the list of Schedule V substances and certain provisions of the Hawaii Penal Code. Effective 1/1/2050. (HD2)
