Requires the Department of Education to convene an advisory committee to make recommendations on the best practices for purposes of developing and implementing a plan to teach digital citizenship and media literacy in grades kindergarten through twelve in public schools, including charter schools and Hawaiian language immersion schools. Requires the Department of Education to develop the plan based on recommendations. Requires updated annual reports to the Legislature.

Requires the Hawaii climate change mitigation and adaptation commission to prioritize nature-based solutions in its climate change mitigation and adaptation efforts and assess risk transfer market mechanisms that promote investments in nature to reduce the risks of climate change. Defines "nature-based solutions". Appropriates moneys.
Establishes ranked choice voting for special federal elections and special elections of vacant county council seats.
Prohibits blood banks operating in the State from rejecting or deferring blood donors on the basis of sexual orientation, actual gender identity, or perceived gender identity.

Requires the Hawaii state energy office to develop a strategic plan that identifies strategies to achieve a resilient, clean energy, decarbonized economy as quickly as practicable and to submit the strategic plan to the legislature no later than twenty days prior to the convening of the Regular Session of 2023. Requires the Hawaii natural energy institute to conduct a feasibility study of the strategic plan and to submit its findings and recommendations to the legislature no later than twenty days prior to the convening of the regular sessions of 2023, 2028, 2033, 2043, and 2048. Amends the definition of "water pollutant" as used in chapter 342D, Hawaii Revised Statutes, relating to water pollution, to include plastic. Effective 5/6/2137. (SD2)
Includes e-liquid and electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Establishes a tax of twenty per cent for the wholesale price for electronic smoking devices and 10 cents for each milliliter of e-liquid. Allocates a portion of funds collected on excise taxes on electronic smoking devices and eliquids to the trauma system special fund, community health centers special fund, and emergency medical services special fund.
Requires a retail establishment with an employee toilet facility to allow a customer suffering from an eligible medical condition to use that restroom during normal business hours, under certain conditions. Exempts a retail establishment and employees from civil liability in allowing an eligible customer to use an employee toilet facility. Establishes fines.
Specifies that plans of correction and the status of corrective actions for care facilities shall be added to reports by the department of health within five working days. Clarifies, for reporting purposes, that the conclusion of an inspection occurs after the initial visit to a facility is completed.
