Requires providers authorized to prescribe opioids to discuss with patients certain risks associated with controlled substances that are opioids prior to issuing initial opioid prescriptions for the treatment of acute pain. Requires providers to include a note acknowledging the discussion of the risks associated with opioids in the patient's medical record.

Authorizes a prosecution for sex trafficking to be commenced at any time. Includes coercion as a means of committing the offense of sex trafficking. Makes the solicitation of a minor for sex a strict liability offense of sex trafficking. Repeals the offense of solicitation of a minor for prostitution.
Requires the board of land and natural resources to establish a public lands lease extension pilot project to extend certain leases of public lands for commercial, industrial, resort, mixed-use, or government use upon approval of a proposed development agreement to make substantial improvements to the existing improvements. Establishes a three-year broadband infrastructure task force to develop and support projects and partnerships to build and sustain the State's broadband infrastructure. Appropriates funds.
Requires the governor to appoint an individual to fill a vacancy within all boards and commissions within one hundred eighty days. Specifies that holdover appointments are limited to one hundred eighty days, after which time a vacancy is created on the board or commission. Requires department heads to inform the governor of any vacancy in any board or commission. Requires an outgoing governor to provide the governor-elect with an up-to-date list of information about boards and commissions. Effective 7/1/2112. (HD1)
Provides that a prosecution for sex trafficking shall not be subject to a statute of limitations.
Encourages Hawaii corporations to make a commitment to social responsibility. Establishes a social responsibility corporate awards program within the department of business, economic development, and tourism to recognize corporations that have performed sustainable corporate practices. Requires the legislative reference bureau to conduct a study regarding socially responsible corporations in the State.
Creates the Hawaii Diversification and Resilience in a Vibrant Economy Program (HI DRiVE) and special fund, which requires the Hawaii technology development corporation to build on small business innovation research phase II awards and use funds to support phase III efforts to commercialize technology, develop manufacturing infrastructure, acquire equipment or materials, and support training or quality systems. Requires the governor to apply for $100,000,000 in economic diversification assistance from the federal government for the creation of the HI DRiVE program.
Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds definition of "green infrastructure". Requires the office of planning, in partnership with greenhouse gas sequestration task force, to submit a report to the legislature making recommendations for implementing the green infrastructure objectives, policies, and priority guidelines.
