Makes an application for voter registration part of the enrollment applications or course registration process for Department of Education high schools. Requires eligible student applicants to be given the choice to be registered to vote. Requires updating of names and addresses of eligible student applicants who are already registered to vote unless the applicant declines. Requires the sharing of certain information among the counties, Department of Education, election personnel, and online voter registration system.

Expands the time period by which a civil action for childhood sexual abuse committed on or after July 1, 2024, may be initiated. Authorizes a court to require personnel of legal entities to undergo training on trauma-informed response. (CD1)
Clarifies the purpose of the Research Corporation of the University of Hawaiʻi and that its undertakings shall be limited to acts that are reasonably necessary to carry out its purpose. Repeals the requirement that the University of Hawaiʻi contract with the Research Corporation when the University determines that other various agencies cannot more effectively or efficiently accomplish certain research and training activities. Grandfathers existing Research Corporation contracts and requires new contracts be subject to new limitations. Limits the scope of the special account the Research Corporation is authorized to establish. Requires revolving accounts to follow University of Hawaiʻi Administrative Procedure 12.204. Limits internal service orders and revolving accounts of the Research Corporation that use University intramural funds to certain projects and requires biannual reports to the Legislature. (CD2)
Establishes notice and reporting requirements for the expenditure or use of public resources by the Governor, pursuant to the Governor's emergency powers. (CD1)
Prohibits a person from selling ammunition to a person under the age of twenty-one. Prohibits a person under the age of twenty-one from owning, possessing, or controlling ammunition, with exceptions. (CD1)
Establishes the offense of habitual violent crime. Requires the Department of the Attorney General to submit a report to the Legislature before the Regular Sessions of 2025 and 2026. Requires the prosecuting attorney of each county to submit data to the Department of the Attorney General for the purposes of the reports. Repeals 6/30/2027. (CD1)
Requires the Hawaiʻi Tourism Authority to develop destination management action plans for each county and to perform specific actions in each plan. Expands the powers and duties of the Hawaiʻi Tourism Authority. Repeals the exemption of the Hawaiʻi Tourism Authority from administrative supervision of boards and commissions. Requires the strategic tourism management plan to include statewide destination management and regenerative tourism efforts and programs. Renames the tourism marketing plan as the strategic tourism management plan. (CD1)
Establishes within the Department of Labor and Industrial Relations' Office of Community Services the Immigration Services and Access Unit. Makes appropriations for the unit, including funding for new positions. (CD1)
Requires the Office of Enterprise Technology Services to develop multilingual accessibility standards. Appropriates funds to establish one full-time equivalent (1.0 FTE) position to develop multilingual accessibility standards within the Office of Enterprise Technology Services. (CD1)
Beginning 1/1/2026, authorizes the Department of the Attorney General to regulate charitable fundraising platforms and platform charities. Includes provisions relating to the misuse of funds. Imposes vicarious liability upon a platform charity for a charitable fundraising platform's misuse of funds, and vice versa. Takes effect 1/1/2026. (CD1)
