RELATING TO TELECOMMUNICATION.

Requires the Comptroller and State Librarian to identify state office buildings, including state libraries, that can provide equitable telecommunication access to allow certain residents, including residents with disabilities, to participate remotely in legislative hearings and estimate the costs and resources, including additional staffing, to effectuate this purpose. Allows the Comptroller and State Librarian to partner with the University of Hawaii in performing these tasks. Requires a report to the Legislature. Effective 1/1/2525. (SD1)

RELATING TO ELECTRIC UTILITIES.

Requires the Public Utilities Commission to consider whether approving a proposed merger or acquisition would or would not further the State's renewable energy goals. Prohibits the acquiring entity of an electric utility company from terminating or attempting to renegotiate any existing and valid power purchase agreements and requires the acquiring entity to assume and be bound by existing collective bargaining agreements and retain all covered employees. Establishes a process to ensure that when an electric utility is subject to an application for a proposed acquisition, merger, or consolidation by a potential acquiring entity that is an investor-owned utility and seeks approval of the application from the Public Utilities Commission, the electric utility shall demonstrate that it solicited bids from potential acquiring entities that operate under a non-investor-owned utility ownership model. Requires the electric utility to submit acceptable bids from a potential acquiring entity operating under a non-investor-owned utility ownership model concurrently with an application by a potential acquiring entity that is an investor-owned utility and the Public Utilities Commission to review those applications concurrently. RELATING TO VICTIM RESTITUTION.

Requires, when a defendant is convicted of negligent homicide in the first degree for causing the death of another while driving under the influence of drugs or alcohol, that victim restitution shall include financial support to raise the decedent's surviving minor children until each child reaches the age of eighteen, or until the age of twenty-three for any child who enrolls full-time in a college, university, vocational school, or trade school, in an amount to be determined by the court and to be paid to the person responsible for raising the children. Effective 7/1/2050. (SD1)

RELATING TO FIREWORKS.

Establishes the Shipping Container Inspection Program. Requires the Department of Law Enforcement to submit reports to the Legislature on implementation of the Shipping Container Inspection Program. Exempts employees of the Department of Transportation and DLE from personal liability under certain conditions. Requires any damages to container goods be borne by the State. Requires DLE and DOT to designate a site outside of the immediate port area to conduct inspections. Require the DLE to secure all illegal goods. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO ENERGY.

Authorizes state facilities to wheel electricity produced by their own facility from renewable energy sources to other state facilities pursuant to administrative rules or orders established by the Public Utilities Commission. RELATING TO HEALTH.

Requires the Department of Health to adopt by rules, a mandate that the primary caregiver caring for two or three clients in community care foster family homes to be a certified nurse aide or licensed nurse who has completed a state-approved training program and other training as required by the Department and holds a current certified nurse aid certificate or nursing license.

RELATING TO STORMWATER MANAGEMENT SYSTEMS.

Prohibits counties from permitting or allowing retention or detention ponds to be constructed except under certain conditions. Establishes safety requirements for retention and detention ponds statewide. Requires the department of health to conduct a survey of existing retention and detention ponds statewide.
