Prohibits civil asset forfeiture unless the covered offense is a felony for which the property owner has been convicted. Excludes the forfeiture proceedings for an animal pending criminal charges. Requires the Attorney General to deposit the net proceeds of the forfeited property to the credit of the state general fund.

Repeals language in the State's Code of Ethics that exempts the legislative and judicial branches from prohibitions against nepotism in public employment. Effective 7/1/3000. (HD1)
Establishes a civil cause of action that may be brought by any person, other than an officer or employee of the State or employee of a local governmental entity in the State, for certain violations or aiding or abetting certain violations of the Fireworks Control Law.
Makes a second or subsequent conviction for violation of a domestic abuse protective order a class C felony. Increases the sentencing requirements for second or subsequent convictions.
Makes an application for voter registration part of the enrollment applications or course registration process for Department of Education high schools. Requires eligible student applicants to be given the choice to be registered to vote. Requires updating of names and addresses of eligible student applicants who are already registered to vote unless the applicant declines. Requires the sharing of certain information among the counties, Department of Education, election personnel, and online voter registration system.
Beginning 1/1/2026, requires all health insurers in the State, excluding Medicaid managed care programs, to cover the cost of continuous glucose monitors and related supplies under certain conditions. Effective 7/1/2050. (SD2)
Requires and appropriates moneys for the Public Utilities Commission to establish standards requiring each electric utility company to remove from the rate base a commensurate amount of costs related to fossil fuel resources when adding new or converted renewable electrical energy and renewable energy resources.
Requires government entities to seek reimbursement for all or a portion of search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, and there is a sign giving notice of the closure.
Requires the Department of Education to administer a general dyslexia screening to all students in kindergarten through grade three. Requires the Department of Education to continue to administer the general English language arts universal screening for students in kindergarten through grade nine. Requires the Department of Education to collaborate with teacher training programs to ensure prospective candidates are trained on literacy instruction, including evidence-based intervention, to support all students. Exempts housing developments that have obtained financing commitments from the State from the requirement to obtain approval from the applicable county council. (SD1)
