Establishes a 3-year parametric disaster insurance pilot program within DAGS to be funded by the interest from the hurricane reserve trust fund.
Requires the DOE, in collaboration and consultation with DBEDT, DLIR, and UH, to develop and implement a K-12 curriculum to career pipeline initiative to ensure that the State's public school students are adequately trained and prepared to enter the State's workforce upon graduation from high school. Requires the Department of Budget and Finance to submit to the Legislature before the 2019 regular session a report with estimates for fiscal year 2018-2019 and fiscal year 2019-2020 of general fund appropriations and expenditures for non-discretionary costs. Clarifies the scope of the private trade, vocational, and technical school licensure program within the department of education. Establishes a licensing fee to ensure the sustainability of the licensure program. Establishes a license renewal process and fee. Creates the private trade, vocational, and technical school licensure special fund. Appropriates moneys for one full-time equivalent position within the department of education to administer licensing. (CD1)
Clarifies public records by amending the procedure for clearing titles by adding a reference to recorded assignments of leases and rents for which the underlying debt has been fully paid or satisfied. (CD1)
Amends the Industrial Hemp Pilot Program by restricting cultivation of industrial hemp under the pilot project to agricultural lands and requires counties to recognize it as an agricultural product, use, or activity. Allows license application year-round. Repeals certain physical facility requirements. Repeals the requirement for a movement permit to transport industrial hemp grain or plant material. (CD1)
