RELATING TO PET INSURANCE.

Establishes a regulatory framework specifically for pet insurance based on the National Association of Insurance Commissioners' Pet Insurance Model Act.

RELATING TO WATER INFRASTRUCTURE.

Directs the Department of Agriculture, in collaboration with the Agribusiness Development Corporation and the counties, to conduct a statewide agricultural water infrastructure study. Requires a report to the Legislature. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO ALCOHOL.

Establishes a definition of "low alcohol by volume spirits beverage". Beginning 7/1/2025, establishes a tax on low alcohol by volume spirits beverages at a rate of $1.10 per wine gallon. Takes effect 6/30/2025.

RELATING TO RENEWABLE ENERGY.

Requires the Hawaii State Energy Office to assess the feasibility of installing distributed energy resource systems at each state department facility. Requires state departments to implement and install the distributed energy resource systems detailed in the reports no later than five years from the issue date of the reports. Gives priority for the required energy efficiency measures to first responder facilities. (SD1)

RELATING TO PUBLIC HOUSING.

Requires the Hawaii Public Housing Authority to allow any resident of a public housing project or state low-income housing project to keep one or more pet animals in the resident's unit, subject to applicable state laws, county ordinances, and any reasonable conditions. Provides that HPHA may charge a refundable deposit for each pet animal but shall not impose a monthly pet fee or pet rent. Allows HPHA to remove a vicious animal to protect persons or property. Establishes positions. Appropriates funds.

RELATING TO UNDERGROUND STORAGE TANKS.

Requires an owner or operator of an underground storage tank or tank system with a confirmed release to meet certain standards for the restoration of the environment. Establishes a rebuttable presumption that any detection of these contaminants in the vicinity of an underground storage tank or a tank system after a confirmed release is a result of the confirmed release. Effective 7/1/3000. (HD1)

RELATING TO EDUCATION.

Authorizes the Department of Education to award a high school diploma to qualified persons who did not receive a high school diploma as a result of compulsory or voluntary induction into the armed services of the United States or whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War. Effective 7/1/3000. (HD1)

RELATING TO SERVICE ANIMALS.

Requires sellers or providers of emotional support animals, as well as those issuing verifications of a disability related need for an emotional support animal, to provide written notice to the buyer or recipient containing certain information. Requires persons or businesses that sell or provide certificates, vests, or identification tags that identify an animal as an emotional support animal to provide written notice to the buyer or recipient containing certain information. Establishes penalties. Effective 7/1/2050. (SD1)
