Sen. Glenn Wakai

Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit by providing an additional credit amount for qualified production costs in a county with a population of 700,000 or less, provided that certain hiring criteria are met; requiring the taxpayer to verify the county of residence of local hires; and extending the repeal of the credit until January 1, 2024.

Establishes an Office of Condominium Complaints and Enforcement in the Department of the Attorney General to intervene in condominium disputes. Requires Legislative Reference Bureau to study extent of condominium disputes and efficacy of the Office of Condominium Complaints and Enforcement. Appropriates money.

Appropriates funds to DOE to support the Turnaround Arts program in Hawaii in partnership with Hawaii Arts Alliance.

Establishes public disclosure requirements for video footage obtained by law enforcement body-worn or vehicle cameras.

Requires the department of land and natural resources to develop a department telephone hotline intake training program and upgrade its telephone hotline to enable the department to efficiently and effectively receive information and respond to information and reports relating to the department's duties and responsibilities. Requires the division of conservation and resource enforcement of the department of land and natural resources to enter into memoranda of understanding with other law enforcement agencies to provide twenty-four-hour service through an existing law enforcement dispatch center. Appropriates funds to the department of land and natural resources to upgrade its telephone hotline and establish four full-time equivalent (4.0 FTE) permanent civil service positions to provide intake services for the department of land and natural resources' telephone hotline twenty-four hours a day, seven days a week.

Establishes procedures for designating public land redevelopment districts, planning committees, district redevelopment plans, and designated redevelopment district revolving funds. Establishes powers and duties of planning committees. Modifies public land lease restrictions. Appropriates funds.

Part II: Allows an individual who is seventeen years of age but will be eighteen years of age on or before the next state or local general election to register and vote at the state or local primary election immediately preceding that state or local general election. Takes effect upon ratification of an appropriate constitutional amendment. Part III: Provides that in the case of an unopposed candidate in any state or local election, the candidate's name shall appear on the general election ballot.

Legalizes the personal use, possession, and sale of marijuana in a specified quantity. Requires licensing to operate marijuana establishments. Subjects marijuana establishments to excise taxes and income taxes.

Clarifies how the Ethics Commission may provide guidance and resolve allegations of violations.

Requires the Office of Enterprise Technology Services to establish and maintain an online database of all reports to the legislature made by the judiciary and each department, board, commission, or officer of the State or any of its political subdivisions. Requires the website be online and accessible to the public by 1/1/2018.
