Clarifies that the comprehensive loss reduction plan of the HHRF shall include implementing building code requirements for hurricane standards in accordance with state building code and design standards.
Requires that certain agencies be notified when a firearm permit application is denied because the applicant is prohibited from owning, possessing, receiving, or controlling a firearm under federal or state law. Requires the firearms permit issuing authority to notify the court that issued a protective or restraining order on an applicant, as applicable, upon notification of a permit denial. Requires the department of public safety to notify the probation or parole officer of an applicant, if applicable, upon notification of a permit denial. Takes effect 5/22/2050. (SD2)
Adopts the Revised Uniform Athlete Agents Act (2015), which: expands the definition of "athlete agent", who shall register with the director of commerce and consumer affairs, to include individuals who, for compensation or the anticipation of compensation, serve a student athlete as a financial advisor or business manager; requires reciprocity for athlete agents who are registered in more than one state; strengthens requirements for athlete agent contracts; and strengthens requirements under which athlete agents shall notify the educational institution at which a student athlete is enrolled. Establishes the research and technology grant program within the high technology development corporation to provide grants to qualified research and technology companies in Hawaii for eligible projects. Establishes program guidelines and eligibility criteria for research and technology companies. Requires eligible projects to foster science, technology, engineering, or mathematics education at the K-12 or university levels. Appropriates funds to the program. Effective 7/1/2050. (SD1)
Restricts the use of general obligation or revenue bond proceeds to pay for the unfunded pension or other post-employment benefit liabilities accrued for state employees or retirees, by requiring a two-thirds majority vote of each house of the legislature to enact legislation that authorizes the use of bond proceeds for such purposes. Effective August 30, 2050. (SD1)
Clarifies that failure to register a firearm within the required time period does not relieve the owner of the duty to register the firearm. Allows the owner of an unregistered firearm to register the firearm thereafter without penalty. Takes effect on 1/7/2059. (SD2)
In any county where one-third or less of the county's land is classified in the state agricultural district, prohibits: the creation of a condominium property regime on agricultural land 25 acres or greater; a condominium property regime on agricultural land from being amended to allow a single-family dwelling; the subdivision of agricultural land 25 acres or greater for the purpose of creating a condominium property regime; and any project consisting of single-family dwellings created as a condominium under chapter 514B, HRS, or a planned community association under chapter 421J, HRS, in class A or B agricultural lands. Takes effect 7/1/2050. (SD2)
Allows the minutes at public agency meetings to be kept by written or recorded by analog or digital means. If the minutes are recorded, requires that a written summary accompany minutes, and that the written summary include any significant actions taken by the board, including motions and votes made by the board. Requires recorded minutes to be available within ten days after the board meeting, with certain exceptions. Requires the board to maintain reasonable care of any original or duplicate recordings of minutes that are recorded by analog or digital means. Takes effect on July 1, 2050. (SD2)
Allows county councils to establish Neighborhood Revitalization Boards to be administered by the counties for the purpose of developing neighborhood revitalization plans for areas in each county. Allows Neighborhood Revitalization Boards to request funding and requires the counties to provide an unspecified percentage of matching funds for any neighborhood revitalization plan or project that receives state funds.
