RELATING TO THE ENVIRONMENTAL COURTS.

Exempts all proceedings relating to parking violations under certain administrative rules from the exclusive, original jurisdiction of the environmental courts. Effective 7/1/2035. (SD1)

RELATING TO ENVIRONMENTAL CONSERVATION.

Establishes the Lipoa point management special fund for the management of the Lipoa point area and educate visitors on how funding is used for the management of the Lipoa point area. Appropriates funds into and out of the Lipoa point management special fund. (SD1)

RELATING TO QUEEN LILI‘UOKALANI DAY.

Establishes Queen Lili‘uokalani Day on the first Monday in the month of September each year, rather than on September 2, in order to coincide with Labor Day.

RELATING TO INDEPENDENT CONTRACTORS.

Provides three categories and twelve factors for the department of labor and industrial relations to apply to determine independent contractor status. Takes effect 1/1/2045. (SD1)

RELATING TO EDUCATION.

Establishes procedures for a parent or legal guardian to obtain authorization to home school a child. Requires the complex area superintendent or the complex area superintendent's authorized representative to request child welfare services to conduct a child abuse and neglect history inquiry and provide information to the department of education to conduct a background check before approving or denying a notification of intent to home school. Authorizes a parent or legal guardian to petition the family court if the notification of intent to home school is denied.

RELATING TO THE UNIVERSITY OF HAWAII CANCER CENTER.

Authorizes the issuance of GO bonds and appropriates funds for the construction of the Hawaii early phase cancer clinical trials program at the University of Hawaii cancer center.

RELATING TO VEHICLES.

Allows the owner of a vehicle, upon registration, to designate a beneficiary to whom ownership of the vehicle will be transferred upon the death of the owner.

RELATING TO CONDOMINIUMS.

Allows a condominium board to borrow money for the installation of equipment for the health and safety of residents in the event of a legislative mandate without the consent of owners where at least twenty percent of owners reside outside of the United States.

RELATING TO STANDARDIZED TESTING.

Limits the number of standardized tests a student shall take in a school year. Requires the board of education to conduct a statewide survey of school administrators and teachers to determine the time spent on preparing for standardized tests and the impact of preparation time on the quality of instruction.

RELATING TO CONDOMINIUM PROPERTY REGIMES.

Prohibits the use of storage sheds, equipment sheds, or other structures appropriate to the agricultural activity carried on within leased agricultural lands for residential purposes for any length of time. Repeals the exemption for agricultural lands that are subdivided and leased for agricultural uses or activities from compliance with county subdivision standards. Requires condominium property regimes to comply with county subdivision requirements. Repeals the exemption for certain condominium property regimes that are to be sold for $1,000,000 or more from mandatory registration with the real estate commission. Requires that an application for registration of a project in a county agricultural zoning district or preservation zoning district include a verified statement, signed by an appropriate county official, that the project is in compliance with any supplemental county ordinances and rules.
