RELATING TO THE INSTITUTE FOR ASTRONOMY.

Transfers administrative authority, personnel, and facilities for the University of Hawaii Institute for Astronomy currently located at the University of Hawaii at Manoa to the University of Hawaii at Hilo. Renames the University of Hawaii Institute for Astronomy to the Paul H.I. Coleman Astronomy Center. Takes effect 7/1/2020. (SD1)

RELATING TO TAXATION.

Changes income tax rates and eliminates state income tax for those at or below the poverty level for taxable years beginning after 12/31/17. Effective 7/1/2050. (SD1)

RELATING TO TOURISM.

Renames the convention center enterprise special fund as the convention center operations and maintenance special fund, repeals the allocation of transient accommodations tax revenues to that fund, amends the allowable uses of that fund, and adds a cap to the amount of moneys deposited into the fund. Defines administrative expenses as used in section 201B-11(c), HRS, as office equipment, salaries, and supplies. Caps the amount of money from the tourism special fund that can be used for research and sports marketing expenses. Redistributes transient accommodations tax revenue from the Hawaii tourism authority to different state agencies for certain purposes. (SD2)

RELATING TO MOTOR VEHICLE REPAIRS.

Requires insurers to provide a choice to the insured consumer of authorizing a repair provider to utilize a like kind and quality crash part or the original equipment manufacturer crash part. Specifies that an insured consumer who chooses the use of an original equipment manufacturer crash part that would affect the insured consumer's crash avoidance or safety systems shall not be required to pay the additional cost for repairs using that original equipment manufacturer crash part. Specifies that an insured consumer who chooses the use of an original equipment manufacturer crash part that would not affect the insured consumer's crash avoidance or safety systems shall pay the additional cost of the original equipment manufacturer crash part that is in excess of the equivalent like kind and quality crash part, unless original equipment manufacturer crash parts are required by the vehicle manufacturer's warranty or the use of a like kind and quality crash part would void an existing manufacturer's warranty or the insured consumer's vehicle lease agreement. Effective 7/1/2050. Sunsets 7/1/2023. (SD1)

RELATING TO ABANDONED VEHICLES.

Requires the counties to take into custody any abandoned vehicle on a public road within ten business days. Specifies that the requirement to provide written notice to the registered owner of an abandoned vehicle under section 290-2, Hawaii Revised Statutes, applies only to abandoned vehicles that have been reported stolen. Amends the conditions that constitute a derelict vehicle. Repeals the requirement that abandoned vehicles be disposed of by public auction. (SD2)

RELATING TO CHILD SAFETY.

Authorizes child abuse and neglect reports for incidents confirmed by the Department of Human Services that occur in group child care homes or group child care centers to be disclosed to parents or guardians of children enrolled in the home or center at the time of the alleged abuse or neglect or to parents or guardians who have applied or requested to enroll their children in the home or center. Effective 7/1/2050. (SD1)
