RELATING TO INNOVATIVE PROJECT DELIVERY GUIDELINES.

RELATING TO AN AIRPORTS CORPORATION.

Establishes the Hawaii Airports Corporation (HAC)to assume the authority, functions, and duties of the DOT related to airports and aeronautics. Makes HAC subject to Chapters 103D and 104, HRS. Provides for project labor agreements. Appropriates funds for the transfer of functions from DOT to HAC. (SB666 HD2)

RELATING TO TEACHER RENTAL HOUSING.

Authorizes HHFDC to assist DOE in developing teacher housing projects and contract or sponsor with any state department or agency. Appropriates funds for deposit into the Dwelling Unit Revolving Fund. Requires DOE to lease land and contract with private entities for the development, management, maintenance, or revitalization of teacher housing. Permits DOE to lease teacher housing to other eligible tenants if occupancy of teacher housing falls below 95 per cent. (SB387 HD1)

RELATING TO THE DEPARTMENT OF EDUCATION.

Appropriates funds for a scholarship program to be directed and administered by the Department of Education to make awards to students pursuing teaching degrees at state accredited institutions of higher education who successfully complete one course in computer science. (SB971 HD1)

RELATING TO SCHOOL BASED HEALTH SERVICES.

Includes advanced practice registered nurses with prescriptive authority in the list of health care professionals authorized to administer medication to public school students. Requires administration of the medication to be approved by the department of health or other on-campus, school based, health care provider pursuant to a written agreement with the department of education. RELATING TO CLINICAL VICTIM SUPPORT SERVICES.

Clarifies that clinical victim support services for victims of sexual violence and abuse are a mental health outpatient services benefit required to be covered under health insurance policies offered by health insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations.
