RELATING TO PUBLIC SAFETY.

Prohibits public establishments from denying shelter to any person when an emergency alert advises the public to immediately seek shelter during the establishments' normal business hours, under certain conditions. Clarifies that remuneration or expectation of remuneration paid to owners of private property for goods or services other than emergency access to land, shelter, or subsistence, including services or incidental commodities to the emergency access, does not void the exemption from civil liability afforded to these owners except where owners increase the sale price of the service or incidental commodities. RELATING TO ELECTIONS.

Requires the Chief Election Officer, with assistance from the county clerks for elections involving county offices and countywide ballot issues, to publish an online voters' pamphlet on the Office of Elections' public website and publish and distribute postcards notifying voters of the online voters' pamphlet website address. Appropriates moneys to allow the chief election officer to produce and distribute an online voters' pamphlet and voters' pamphlet postcards for each election. (SD1)

RELATING TO CHARTER SCHOOLS.

Allows charter schools to use appropriated funds for facilities improvement, rental, and construction and other infrastructure improvements. Appropriates funds for facilities and infrastructure improvement. (SD1)

RELATING TO CHILDREN.

Requires the court and the prosecution to take appropriate action to ensure a prompt trial in order to minimize the length of time a child abuse victim or minor witness must endure the stress of the child's involvement in the proceedings. (SD1)

RELATING TO TAXATION.

Beginning after December 31, 2021, requires the department of taxation to track the revenues generated by each industry in the State and requires a report of its findings to be submitted to the legislature no later than twenty days prior to the convening of each regular session.

RELATING TO CRIMINAL PRETRIAL REFORM.

RELATING TO THE BOARD OF EDUCATION.

Amends the board of education's membership by inviting the exclusive representative for bargaining unit (5) to appoint a nonvoting public school teacher representative to the board.

RELATING TO COMMUNITY MEETINGS.

Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions. Takes effect on 7/1/2050. (SD1)

RELATING TO TRAILS.

Requires government entities that engage in search and rescue operations to seek reimbursement when the rescued person required search and rescue efforts because that person acted in disregard of that person's safety, including intentionally disregarding a warning or notice. Increases the penalty for unlawfully entering or remaining on a trail that has been closed to the public.

RELATING TO COMPUTER SCIENCE PROFESSIONAL DEVELOPMENT.
