RELATING TO WATER.

Prohibits BLNR from approving dispositions that authorize the diversion of water from streams except under specified criteria. Deposits moneys collected via land dispositions that authorize the diversion of water from streams into the forest stewardship fund.

RELATING TO ELECTIONS.

Enacts voting by mail uniformly across all counties for all elections commencing in 2020. Establishes a limited number of voter service centers, with a minimum of two on each island with a population over 75,000, that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, offer same day registration and voting, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program. Requires the office of elections to submit a report to the legislature prior to the convening of each regular session from 2020 through 2025, regarding the implementation of a vote by mail system. Takes effect on 1/1/2020.

RELATING TO AFFORDABLE HOUSING.

Establishes and appropriates funds for the affordable housing revolving fund to provide community development financial institutions with capital to lend to developers of affordable housing projects, under certain conditions.

RELATING TO AUTOMATIC RESTRAINING ORDERS.

Clarifies that property may be disposed of if required for expenses for reasonable living accommodations. Allows disposal of real property if the disposal was pending prior to the filing for an annulment, divorce, or separation, with the proceeds of the disposal to be held in escrow until entry of the annulment, divorce, or separation decree.

RELATING TO OFFSHORE DRILLING.

Prohibits offshore drilling for oil or natural gas in state marine waters. Prohibits issuance of permits for or in connection with the development or operation of any facility or infrastructure associated with offshore drilling for oil or natural gas in state waters. Takes effect 12/31/2050. (SD1)

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Requires the administrator of the Office of Hawaiian Affairs to receive approval from the board for appointments of the chief financial officer, director of human resources, and attorney. Provides the board the option of having a direct supervisory role over the chief financial officer, director of human resources, and attorney. (SD1)
