Extends the period that a county may adopt a surcharge on state tax, under certain conditions, from March 31, 2019, to December 31, 2019. Allows a county with a population equal to or less than five hundred thousand that adopts a surcharge on state tax to use surcharge revenues for disaster relief.
Adds knowingly making a false statement to a county inspector a crime within the offense of unsworn falsification to authorities.
Clarifies that Hawaii's anti-discrimination law does not prohibit or prevent an employer, employment agency, or labor organization from refusing to hire or refer or from discharging an individual for reasons unrelated to unlawful discriminatory practices.
Expands the scope of the Hawaiian language college revolving fund to allow the deposit and expenditure of funds generated by University of Hawai‘i at Hilo's Hawaiian language college, Hawaiian language support center, and indigenous outreach program to support the Hawaiian language college and its programs and publications.
Authorizes a county to adopt rules or ordinances that place stricter limitations on a passenger seated in the bed or load-carrying area of a pickup truck while the vehicle is in operation.
Establishes a task force to review the school impact fees law, the enforcement of the law, and recommend any necessary amendments. Appropriates funds for the administrative and operating expenses of the task force.
Prohibits defendants from claiming that discovery, knowledge, or disclosure of a victim's gender, gender identity, gender expression, or sexual orientation resulted in extreme mental or emotional disturbance sufficient to reduce a charge of murder to a charge of manslaughter unless the other circumstances of a defendant's explanation are already sufficient to reasonably find extreme mental or emotional disturbance.
