Requires coffee blend labels to disclose regional origins and percent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than 51 percent coffee by weight from that geographic origin.
Removes the $3 million cap on the amount the University of Hawaii system can expend from the University of Hawaii tuition and fees special fund for the University of Hawaii Foundation.
Clarifies that when deciding on a petition for the reclassification of a district boundary, the land use commission shall not consider matters outside of its jurisdiction and that are within the jurisdiction of another government agency. Establishes procedures for a petitioner in the event the land use commission approves or disapproves a petition for reclassification of a district boundary for reasons outside its jurisdiction.
Requires the Department of Land and Natural Resources to use certain reporting and accountability procedures in implementing the public land trust reporting requirements of Act 178, Session Laws of Hawaii 2006. Requires the Department of Land and Natural Resources to consult with the Office of Hawaiian Affairs to ensure that the accounting and reporting is accurate and inclusive.
Defines "assault rifle" and "assault shotgun". Expands the ban on pistols with a detachable magazine with over ten round capacity to any firearm with a detachable magazine with over ten round capacity. Prohibits anyone from bringing or causing to be brought into the State an assault rifle or assault shotgun. Prohibits the sale or transfer of any assault rifle or assault shotgun in the State, unless sold or transferred to an authorized person.
Requires candidate names to be randomized on individual ballots and across precincts.
Establishes assault of a sports official as a result of their performance of duty at a sports event as assault in the second degree, a class C felony.
Requires the State to match up to $100,000 per calendar year for college savings account funds deposited at student-run financial institutions, subject to certain conditions. Appropriates funds.
Expands the certification incentive program to include speech pathologists. Clarifies school eligibility requirements. Adds an additional temporary bonus for teachers and speech pathologists who continue to be employed at a school that has transitioned out of the incentive program's eligibility criteria. Appropriates funds.
