Specifies that plans of correction and the status of corrective actions for care facilities shall be added to reports by the department of health within five working days. Clarifies, for reporting purposes, that the conclusion of an inspection occurs after the initial visit to a facility is completed.

Repeals the allocation of excess transient accommodations tax revenues to the Turtle Bay conservation easement special fund, for the operation of a Hawaiian center and the museum of Hawaiian music and dance, to the counties, and to the special land and development fund.
Requires the Hawaii Public Housing Authority to establish a pilot program to ensure that all housing units in the Kuhio Park Terrace and Puuwai Momi public housing complexes are provided with sufficient internet speeds and connection quality. Appropriates moneys.
Requires the department of business, economic development, and tourism to develop a plan to ensure that all communities in the State having schools receiving federal Title I education funds have high-speed broadband internet access.
Establishes the broadband infrastructure grant program to award grants to applicants to extend deployment of infrastructure used to provide broadband service to unserved areas of the State. Amends the Hawaii technology loan revolving fund to change it to the Hawaii broadband infrastructure fund, including the types of funds deposited into the fund. Authorizes the issuance of general obligation bonds for the broadband infrastructure grant program.
Extends the authorization to issue special purpose revenue bonds for SunStrong LLC.
Requires inclusion of an unspecified minimum percentage of affordable housing units in state agencies' development and redevelopment plans along the rail transit corridor. Allows the Office of Planning to make exceptions to the affordable housing requirement. Effective 7/1/2021.
Requires manufacturers of connected devices to equip the devices with reasonable security features regarding information collected, unauthorized access, or the destruction or use of the devices.
Requires each executive department to identify departmental facilities that may be vulnerable to flooding and other impacts of sea level rise and assess options for mitigating the effects of sea level rise on those facilities.
Increases the maximum fine that may be assessed per fireworks-related violation from $2,000 to $5,000, provided that the fireworks violation does not otherwise have a specific penalty enumerated in statute.
