Amends the research activity tax credit so that references to the base amount in section 41 of the Internal Revenue Code shall not apply and credit for all qualified research expenses may be taken without regard to the amount of expenses for previous years. Increases the annual aggregate cap for the research activity tax credit.

Requires counties to revoke licenses for the sale of fireworks for licensees that have violated restriction on the sale of fireworks. Prohibits licensees that have violated restrictions on the sale of fireworks from obtaining a new license.
Implements certain recommendations of the SPEED Task Force. Requires the Department of Business, Economic Development, and Tourism to develop a permitting workforce pipeline in partnership with the University of Hawaii and community colleges and coordinate with state and county permitting agencies on certain tasks related to classification levels, salary and benefits, hiring, and responsibilities of employees.
